The Clinton campaign just learned that Latinos may not be much help in Texas.
The Delegate system in Texas will work AGAINST Hillary Clinton. In Texas, delegates are awarded by the number of voters in each district who voted for democratic candidates in prior elections. This means that, African American districts which voted overwhelmingly for Kerry, could have 3-4 times as many delegates as Latino districts. Only 50% of Latinos voted for Kerry. in 2004.
Perhaps this is why Senator Clinton seemed to be giving a farewell speach in the Austin Debate.
