This is the unemployment rate by the president's year in office. Notice how Obama is a year ahead of Reagan after being handed a more urgent problem. Nobody beats Clinton, though. Think back to how effectively Reagan blamed Carter for a problem that didn't start until 2 years after Carter had left office.
